They rightfully should tell the truth but unfortunately thats is very rare for they consistantly decieve the American public for the fleecing!

The government has to follow its own laws. Let's start with that basic threshold assumption.
So, if a law requires the govt (or any agency or officer) to tell the truth, then no, they do not have the right to lie.
If there is no law requiring truthfulness, then by definition, it would not be illegal to lie or without the truth. I don't think that's a very good way to run a government, as a general rule, but since lying and deception seem to be deeply ingrained in the day-to-day life of western civilization, I guess truth is just too much to hope for.

There are definitely some "government secrets" that are not fit for public consumption.
So, yes, there are times that the govt. has a right and an obligation to lie. What would YOU want the President to do if asked about military plans or strategy during a war? I mean plans like..."When and where are you going to attack the enemy?" It would be just dumb to answer that truthfully.

I do, when it is in the better interest for the American people not to know about something. To maintain a state of order. The only people that should be told are on a Need to Know Basis. If people don't like the way our government does buisness then leave the country. Go live in Iraq or Iran. We live in the best country in the world.
