You mean Celaya, Guanajuato, Mexico. Its not one the biggest or most important cities in Mexico so its pretty inexpensive to live in. One of its biggest industries is the cajeta, which is a typicall sweet made from burned milk with sugar. Celaya is famous in Mexico mostly for that.

Celaya is 30 minutes from the town I lived in for 10 years, so I know it fairly well. It's a bland city, unlike most in Mexico. I honestly cannot think of anything good or bad to say about it, other than its proximity to some really wonderful places. There's no particularly interesting architecture, market, cultural event.

The real estate market will probably not have experienced the recent bump up that hit the more popular towns that are retirement havens. By Mexican standards it will generally be reasonable and by US standards very inexpensive.
