No.

The only consistently effective way to increase breast size in a genetic male is through taking estrogen, and to a much lesser extent, anti-androgens.

Scented oils are nice for softening the skin, but it's an effect of external treatment that does not effect in any significant way your blood chemistry or hormone levels.

In addition, herbal supplements claiming to do the same thing are likewise not reliable. They tend to contain weak plant estrogens called phytoestrogens, which make little difference in one's serum or free estrogen levels.

The only reliable way is hormone therapy, usually using a form of estradiol, which comes in pills, patches, topical cremes and gels, injections, and pellets.

If you are a transwoman, you're also going to need to reduce your androgen (male hormone) levels through either high estrogen dosing, which reduces androgen levels, or, more commonly anti-androgens.

You can find a couple of good feminizing programs listed below. The best solution is to find yourself a good doctor, get your levels tested, and get prescriptions for the right stuff.

Keep in mind that estrogen takes a long time to make changes, and the changes are going to be subtle. Breast development won't be as full as it would be with a genetic female.

Hey girl, I am a m2f transsexual too. I decided to go for breast implants, I'm getting them done in May.
I've developed very small breasts from my hormone regimen, but I'm not satisfied with what hormones alone can do, so for me the best option is breast implants.

Lavender Oil supposedly is to help you relax, not help in breast development

No, they are for relaxation purposes only!
