What does capped mean?

Sounds like BT has capped you.

Try changing the port that you use for bittorrent and use a bittorrent client that allows encryption of your data stream. I suggest Azureus or utorrent.

I have not idea what rapidshare is, so I have no advice for that.

Check your router's logs for a high amount on "incoming" network attempts. It seems that this is occuring more frequently lately. These packets will cause a drastic slowdown on your network.

If it's happening to you, or if you can't tell, disconnect your broadband connection, wait a minute or so, and then reconnect. You should get a new IP address and can try again.
