put a statue of a cat out there or better yet a real cat.

The BB gun is a bad idea, I don't imagine your city authorities would be very happy about that.
However, a cat is a deterrent, you could try the statue also, and I have also heard of people using a statue of an owl to scare away unwanted birds or rodents.

Particularly if you don't have children, you could get the nail strip carpet layers use to stretch and hold carpet. Looks like a yardstick with a bunch of small nails sticking through. Chances are you could take it down after the pigeons get out of the habit of visiting you.
