Turpentine is a paint thinner, just for certain types of paint. Turpentine is a hydrocarbon and as such can be used only for oil based paints. A generic paint thinner is usually turpentine, but could also be other mineral spirits from petroleum fractionation or could be toluene or even acetone (used as fingernail polish remover). All of these substances just "thin" the paint out or dillute it. Choose one depending on how fast you want it to evaporate and also be compatible with the solvent in the paint.
