This is most likely a GFI (ground-fault interrupter) Usually there is an outlet in the kitchen- although sometimes it can be in a basement bathroom or by the electrical panel.
What you're looking for is an oultet with two buttons in the middle that say test and reset. hit the reset button and see if this restores power.

Make sure the circuit is off at the circuit breaker or fuse. Unplug the appliances. Look for black marks at the wall plate where the microwave and the dispenser plug into the receptacle. If one of them is defective, there should be a black mark on the wall plate where the receptacle sparked. If there are no black marks, look for a GFI receptacle, which has two buttons in the middle, one stamped "test", the other stamped "reset". Turn the circuit breaker (or fuse) back on. Reset the receptacle. If the receptacle will not reset, there is a short circuit or a ground fault in the wiring. Have a licensed electrician resolve that problem. If the receptacle does reset, plug the appliances back in and use one, then the other to determine if they are the problem.

Unplug everything and then turn on the breaker. Then turn the breaker off and plug in the water machine, then turn the breaker on. If that works do the same for the microwave, make sure the water machine is unplugged though. In the kitchen you may have a faulty GFI too. A micro wave draws a lot of current, I really would not have a water dispenser on the same circuit as the microwave.

Unplug the microwave and the water dispenser then reset your circuit breaker. then plug the microwave back in if it pops again your microwave needs to be fixed/replaced, or if the microwave works, then plug the water dispenser back in it it pops then the water dispenser needs to be fixed/replaced if neither of these suggestions help then Call the electrician

Check the circuit breaker or fuse. If that won't do it, you will need an electrician.
