is it because most people are apathetic and are not prepared to act with power to the people

It is not apethy which enables dictators to stay in power, it is fear. Take the case of the unloved and late Saddam Hussein. He maintained his position of power by killing anyone who opposed him. He even had army officers shot dead for no other reason except to instill fear in the army and force them to obey his will.

Likewise Adolf Hitler - not only was this monster responsible for the murder of six million jews and a few million others besides, he also murdered thousands of his own German people, including the insane and children with incurable diseases.

Once the SS and Gestapo had control of the villages, towns and cities of Germany, there was nothing to stop the Nazis, lead by AH doing exactly what they felt like and passing into law anything they liked. You know how it was.

Dictactors usually gain power in countries where there is little or no real democracy. For all that has been said, there was little read democracy in Germany after WW-One so that by the 1930s it was not difficult for the Nazis to gain power through the ballot box.

In sophisticated democracies such as the United States, Gt.Britain and France and all the others in Europe, there is very little chance of a dictactor gaining power. The whole of Europe would gang up against such a person. You may recall what happened to Austria when it's electors voted for a far right party. Wham! We no longer recognise Austria as a nation or member of the EU. They voted differently the next time.

Most dictators are welcomed into power and always have been right from the times of Julius Cesar .They rise at a time when the people are vulnerable as with Hitler or Mugabe then as they say power corrupts and they make themselves immovable.Though they may have the support of a minority that minority is given power and it is to their advantage to support and defend their leader especially as they are politicians and military. With dictators the people can do little as they are killed if they don't conform.

Dictators stay in power because they rule by fear and intimidation. They make sure that their henchmen are well looked after to keep their support. They use death squads to supress any challenge to their authority. They always have the backing of the Generals who control the Army To control the people and any dissidents.

They usually rise to power in an environment that allows bullying and threats. Sadam Hussein was second in command for a long time, but he was in charge of the secret police and used his position to murder opponents.

Right now, Vladimir Putin is engaged in murdering journalists who write critical stories of Russian activities. In this way, he is intimidating all remaining journalists to write positive stories.

the same way this country is slowly heading that way, people willing to give up their freedom for the illusion of safety. And by the time people realize its too far gone. It certainly helps as well to disarm your people, control forms of media, control what they can put in their bodies, what they can say and think, etc.

You people dont see it coming for the most part, but we are heading for a real bad stretch of road ahead. And I think it wont be realized until it is too late.

Because they kill their opponents, or in the case of the USA, use re-direction so the people are under the impression they aren't living in a dictatorship, but they have that idiot Bush in control. You could say Bush is a "secret" dictator.
