Was it Barney: The Dog with Stars in His Eyes? I remember there being a cartoon with an Old English Sheepdog (Dulux dog) called that, but I don't remember the mouse. It was around in the early 90s/during the 80s. AAARGH! I CAN HEAR THE THEME TUNE! You've just suddeny brought back memories!
If you're outside England, you almost certainly won't know what I'm on about.
