India is said to be rich country of poor people - which would answer the question.. Yes, the reason for poverty - both rural and urban - is maldistribution of the wealth produced.. The kind of exploitation done by the foreign rulers is not ended by the natives who took the reigns of governance...
Shri Nehru made some efforts for planned development in the Russian Model of planning (FYPs) mainly on Mehalanobis formula (more thrust for industry)... This approach was criticised by many experts. But even the pro agriculture plans of later years were not very beneficial to the poor farmers...
The rich in the villages and towns exploit the poor in various ways.. The poor farmers donot get the right price for the products they produce with great toil... They could not make both ends meet with the poor agrl income.. the seasonal rains also often despise them...
Govts are always pro-rich (the elected MLAs /MPs are de facto rich guys and get elected by spending lavishly on propaganda giving false promises to people and then misuse their position to earn more rather than serve the people)...
So the problem is not in economics.. it is more sociological (group behaviour - rich group mis behaviour)... This is my honest assessment. But the experts would say all confusing things to blame this or that policy of govt., as the reasons.. It is all just rubbish..

Economic gains India is making is not distributed equally.We have surpassed Japan in number of Billionaires but poor are getting poorer due to rising inflation.Middle class is back bone of every society,but if we do not help poor to prosper,we one day will be a very rich country with people very poor.(like in America)

Political misadventurism , people 's greedy for fast money and uncontrollable corruption will soon push India into the last few in the list of nations of better economy
