Chewing gum and long hair are permissible in Singapore, the last time I was there I saw many women with long hair, and quite a few men too.
I also saw chewing gum obviously spat out and forming little globs of yuk on the pavements.
I even witnessed a man spit on the pavement - so perhaps Singapore is loosening up or losing its way.

It's banned to have chewing gum in Singapore and you can't eat chewing gum in Singapore unless it's prescribed by the doctor (this is a quite a recent change to totally banning chewing gum in Singapore). It's only prescribed to help smokers kick their smoking habits.

Of course, men can have long hair in Singapore. There's nothing wrong with it.

Was your husband an unkempted hippie-looking type who spit chewing gum on the ground when he was Singapore?

If not, he is welcomed back with limited amounts of chewing gum for his own consumption along with his long hair. Remember not to spit on the ground (cost the cleaners a lot of trouble) and do keep the hair tidy.

You can't buy chewing gum in Singapore, but you are allowed to take a reasonable amount for personal consumption into the country! Long hair, I don't know - I imagine it may be like it is here in Brunei - you cannot get an IC Card with long hair, but in between card applications, men do grow it longer. The more bizarre law of Singapore is that oral sex is illegal unless it leads to full intercourse...yes, I promise that's true.
