You need to think of the fractions of a degree for minutes and seconds - you can't just place the numbers together because we're not working with base 10 quantities.

1 minute = 1/60 degrees.
1 second = =1/60 minute = 1/3600 degrees.

So your angle can be expressed as these fractions:

= angle + minutes + seconds

= 30 + 29/60 + 58.8/3600

= 30 + 0.48333 + 0.01633

= 30.4997 degrees.
