If you have a septic tank, it's probably full. If you have city sewers and trees anywhere in your yard, you probably have rootbound pipes or a cloggged trap(that's a pipe sticking out of the ground with a cap on it). Try taking off the cap and seeing if there is any debri in there and take it out. Next try plunging your toilets with the cap off to purge the pipes. If none of that works you need a plumber. If you have septic tank and nothing works, you need a plumber. You can clean out your own drains with a machine but it is very difficult to use and those snakes they sell will not solve the big clog issues. I hope that helps.

The main drain line to the house may be clogged. Look towards an outside wall of the house or just outside the house for a coverplate (cleanout). You may be able to run a cable snake through the floor drain to unclog it. Otherwise, you will end up calling a Plumber or Roto-rooter type business.

Yes, it is likely backing up. If you've recently had heavy rains, water can encroach into the septic sewer system and overload it. Those of you who are at the lowest level will see some backup.

If the weather has been clear, you will need a plumber. I wouldn't recommend chemicals in this instance because it is backing up into your utility room. The problem area is with the pipe leading out of your home based on so many points of backup that a plunger is useless. You need professional assistance now!

You definitely have a blocked sewer drain. Another problem you may have is that the sewer pipe and the floor drain are connected together, your problem, due to the information you provided is outside of the house. Better have the building inspector and plumber work together on this, and soon.
