Where in the USA should a hill country loving, old fashioned Englishman settle, whose health is affected by damp and humidity, but does not enjoy extremes of temperature?

That is a bit of a problem in the USA. Most of the hilly country that is relatively dry has extremes in temperature, sometimes quite hot in summer, and cold as blazes in winter.
That is Arizona. Southwest Texas may fit the bill.

I would suggest Arizona. My parents retired to there for the same reasons.

Arizona's climate is hot but it's a dry heat so humidity and dampness will not be a factor.

Since you like the mountains, Northern Arizona has them too.

I would love to live in Arizona. I even asked for a travel brochure to get an idea about the place and it looks fantastic. I believe I could be happy living there.
Although having said that, you never know what something is really like until you've lived with it. The same applies to people.
