It is difficult to treat, but in some cases where the problem is due to bacteria, if detected early enough, it can be treated. This is why you should closely examine the fish's environment for a bacterial problem, and deal with the source of the problem as a part of treatment and preventative.
By the time the scales begin to raise, however, it is very fatal to the fish. Salt baths can help to draw the fluid out of the fish. A variety of medications can be purchased that treat dropsy, which sometimes occurs due to an internal bacterial problem. Medications for external bacterial problems only will not be effective for this problem.
Gouramies and Cyprinids are highly susceptible to this disorder.

Generally you treat it as constipation, and hope it's not dropsy. Dropsy is bloating caused by organ failure. It's possible to cure it in the early stages with broad spectrum antibiotics (like trisulfa), but rarely curable once the scales start standing out.
Contipation can look like dropsy, and lead to disease which lead to dropsy. A bloated betta from constipation doesn't have scales sticking out. Treatment is 2 days fasting followed by 1/2 of a peeled cooked pea.

as lillucy said, this a diffcult one to treat
what dropsy is is a secondary condition after a primary condition, usually an internal infection, has caused internal organs to shut down.
keep your betta in clean water, low water line as they don't like to swim much when they've got dropsy. if you do salt baths use Epsom Salt, available from chemists. use 1tsp per gallon, and only dip him in for a short period.
i've lost 2 bettas to dropsy, despite my best efforts.

Put him in a zip lock bag and put him in the freezer. Dropsy is not curable and is fatal. He will suffer until he dies. That one is a loss, clean out the bowl real well and go get another one. Sorry.
