I want to create a blank database in microsoft's mdb format. to change it, i will use a sql engine. i can't seem to find a software that will do that (other than microsoft's access, ofcourse).

alternatively, if anyone has another filetype i can use, i will try it. and no, .txt and .csv files will not serve my purpose.

I recall that there was an Data Management Add-In with Visual Basic 6 that allowed database, table creation. You can programmatically create tables using ADOX, or better DAO.

what do you mean by sql engine ? and what programming language you uses ?
basically, if you can connect to mdb through some sql engine, then you can create the mdb files from there too (like ADO - ActiveX Data Object).

if your sql engine didn't support to create a blank mdb :
- take any mdb files (you can get it from internet)
- connect it with your program
- delete all table in the mdb files
