I think different councils would have different regulations on this. Find out who is responsible for the beach and ask, although they'll probably tell you 'no' just to be on the safe side. Personally, I think that if you're just taking a few rocks then fair enough and I wouldn't feel guitly about it, as long as you're not showing up with a tractor and shovelling them up!

In my opinion, it makes more sense to take a few rocks from a local beach than it does to buy them from a garden centre, where they've been shipped in by road from gosh knows where.

I just remember, when I was younger, my dad was building a rockery in the garden, and we all went down to the beach to collect large rocks and we had to go really early on a Sunday morning when no one was around so that we wouldnt be seen.

Most beaches do not allow it. Basically, you are stealing anything you remove. Rocks may have been brought in to prevent erosion. Seashells are about the only thing I can imagine being okay to remove.
