I'd go with ADVERB. If my foggy memory serves me well the adverb modifies a verb, and in this case the verb is "is" and "fascinating" is modifying it.

The sentence is very awkwardly constructed and should read:

"The story of the Ojibwe removal in 1850 is fascinating."

yes its an adjective..
