You could use either. Using both is a bit redundant, but it's not the end of the world. There's worse out there.

"In 1982, owner... and she has not looked back ever."
"In 1982, owner... and she has not looked back since."
"In 1982, owner... and she has not looked back ever since."
"In 1982, owner... and she has not ever looked back."

I'll take any of the last three, and the second one is probably the best.

If you ever use it, remember that it's not necessary.

If you're wanting to reword it, try this:

In 1982, owner J M opened a small craft store above the Columbia Restaurant and never looked back.
