Usually to the person named in the advert (which is usually the HR Dept).

But if you can call up and find out the manager of the section/dept where the job is, you can send them a copy as well. It shows initiative, and they would probably be making the final decisions, not necessarily the HR person.

This applies to a rank & file & supervisory position, and possibly middle management.

Not to upper management. For that you just send your resume to the person listed.

Human resources department or if it is a small company then the managing director or the training manager. If possible check out the company online and find out the names of these people. If you can personalise a letter it is more likely to get read.
