Flou clothes are very retro, club, or Fruits. I admit I like flourascent green with black mesh over the top, and flourescent pink teamed with black for clubbing. For everyday street wear, I think it's too much unless you live on the streets of Tokyo (sadly I don't!!). Colours such as these can be found in "Fruits" and "Fresh Fruits" books, and a lot of Japanese style magazines and on those foreign shores.
Flourescents in bikini's and swimwear or underwear look very awesome though- you might as well give people something to stare at ^_^
I like eyecatching colours, and if used properly, flours can look really cool. Flourescent accessories and bangles etc though are DEFINITELY hot along with a neon coloured belt and jeans ^_^

They are out of style, but they are still funky and unexpected. A definite way to get noticed and not for being a fashion victim if done correctly and with a sense of confidence.
