If you want to publish the book yourself I believe that the site lulu.com will offer publishing services without an upfront cost, but I'm not entirely sure. You could check them out if this is what your interested in doing.

The least expensive way is to find a publisher is to submit your work to publishers to see if they will accept your work for publication. The Writer's Market is a great guide to publishers and outlines what genres they accept and their submission guidelines.

Vanity press. Traditional publishing is becoming more and more difficult these days, and self-publishing is something most beginners don't want to have to deal with.

Of course, the former is for writers who don't care about what they publish or who they publish it for--just so long as they get their book in print. 99% of vanity-press authors don't even professionally edit their books anyway. Almost all of them don't make any money off their said works.

Traditional takes years to get into, because the industry is shrinking, reconsolidating and merging with other houses. 80% of them (and more), require agent representation.

Of course, you can try small press and medium-house publishers, but they operate on a smaller scale like the mainstream. You may get lucky with them, but there's no guarantee.

Self-publishing is the hardest and the most difficult to get into, because you go in with no support, no platform, and the costs are entirely left up to you. You have to get the book edited, get it printed through either a local book printer, and you have to shoulder the advertising and marketing yourself. (Reason why so many writers shun self-publishing.)

Some years ago sent a sample of children's poetry to Publish America. They liked my poems and published my book" Leta's little book for children." It cost me nothing. They were wonderful to work with and very helpful.

Submit it to children's book publishers. There is no expense to you, other than postage and paper to submit.
