It's a greeting..and we're greeting the person calling.

What would you suggest?

My mother doesn't if she calls me, I say 'hello' and she jumps right into the conversation, usually about someone I don't even know, so I just keep saying "hello" until she actually acknowledges me!

Because "Who is this?" or "What do you want?" would be rude.
It is customary to greet the caller at the beginning of the conversation, and close the conversation with some form of "goodbye."

i say hello alot even off the phoen. plus if you do not have caller id- you won;t know who is calling and might say the wrong remark to the wrong person. it is just to be on the safe side i guess.

Not everyone does.
If someone just started rambling on without saying hello first, it would sound rude.
I guess it's just phone etiquette.

Because it works much better than strarting with "Hey Screw You!".

because if they say goodbye, the other person will hang up... seriously, it's a habit.. that's it

if u say "hallo im so and so. wat du want" and if it is a very important news wat will do?
