It is being extended by one month (4 weeks) by starting daylight savings time (DST) three weeks earlier, and ending it one week later. This is a permanent change from now on.

This is as a result of the Energy Policy Act of 2005 (see source) and the idea is that this will produce as much as a 1% drop in energy consumption in the U.S. (as evenings have more daylight, even though mornings have less). This is somewhat controversial, and there was considerable disagreement over this.

(For more details on the rationale behind DST, see my second source.)

It's three weeks earlier, not a month. The congress passed this law which is supposed to save energy by making it lighter later in the day. It will end one month later than it used to.

Bush passed a law in the US that makes this change. The idea is to save energy costs (ie. oil consumption) due to the fact that it will be daylight outside while people are awake, meaning they don't have to turn on the lights. It's amazing how much energy this saves.

as always it is a government thing, I think they have forgotten why that one president started in the first place. (to give farmers a longer day to do their crops)
Just another way for them to tell us how to run our lives.
