Have you seen the film Men In Black 2? That features an alien called a Ballchinian which has the same facial abnormality as Peter Griffin.
Perhaps Peter is a Ballchinian too?

i used to think it was meant to be a double chin, to further show that he's overwieght, and on 'PTV' the animators were just mocking themselves...but now i'm not so sure...
