pH is -log(hydrogen ion concentration) where log is to the base 10 and concentration is in mol dm^-3
The hydrogen ion concentration is 10^-3, so the pH is 3.

This only works for strong acids, (e.g. HCl) where complete dissociation occurs.

pH= -log [H+]
HCl is fully dissociated so 0.001M HCl = 0.001M H+

- log 0.001 = 3
