You can try this...wave you hand at thim purposefully, say some nonsesical gibberish sylables and then every time something goes wrong or bad happens just chuckle and smile knowingly. Eventualy he will ask and just say...something enigmatic about people that talk to much eventually get what they deserve. THAT should shut him up.

The first and third answer gave some really god advise. Just ignore him. Negative magic harms the one using it more then the one it is directed at. However you can shield yourself from psychic attacks, but this sounds more like just a nuisance talker to me. Find things to do so you can honestly say," I am sorry, I am very busy right now I have to get this done, would you mind leaving so I can finish?" Or something to that effect. whatever you work situation allows for.
You could go to your supervisor and honestly say that his talking disturbs you from doing the best job you can.

Better still, get to HR and tell them that this guy is affecting your productivity and that it will cost the company money.
They will do anything to protect the bottom line

Remember what is rubbish to one is treasure to another.
Politely inform him he's distracting your concentration and "ASK" him to let you get your work done.
Then close your ears and ignore......
