A pilot program or pilot study means a small-scale attempt at something that, if successful, may then be implemented on a larger scale. If you were planning to study 1000 individuals you might first do that with 10 individuals and see how it goes. This would give you the opportunity to identify and correct your methodology before taking on the full-scale study. Or you might actually learn that the methodology is so flawed that the large-scale study should not be done.

in sociology (as) which i am currently doing... a pilot study is one which is a practice study before the real deal. Basically a trial to test the basics of the main study.

it is a test study to see if the initial results will justify a more extensive study group/methodology. it is quicker and more cost efficient to get a general idea of what can/cannot be learned on a larger scale.
