What ever maintenance you do its very difficult to get back the day 1 performance.

Any commodity (Apparels or entertainment or furniture etc.) we use after using one year what ever we do is it possible to get back new condition ! No Never !!

Same applies to computer also. Always improve and improve but difficult to achieve new state.

As Graycode suggested formatting and re-installing is the best option. I also did the same and its working at about 90% performance level of what it was in new condition.

All of those things matter, also spyware scans are important. Depending on how much you're using the system. You should run these utilities that I'm going to suggest once a day per 8 hours/day of use or once a week per 2-3 hours/day of use. Registry scans are important as well, reason being that anytime that you're using the computer, you're constantly making changes to the registry, and after a while it will take considerably longer for programs to open or your system will freeze because of invalid references.

Sometimes, i think a complete re-install of all your programs and files is what helps your pc run better. You can use all the programs in the world to remove spyware, adware, malware, uninstall files, temp files and so on but i don't think this truly works. If you have the capability to copy all your required files to an external HDD or even if you have an extra one in your system, then do so and begin to re-install your OS, followed by all the updates from Microsoft and your anti-virus client. Then you should be safe to install all your programs and watch it work with glee!

The only why to do this is to restore your PC to the default setup.
Because with time and windows updates your PC will become slower. So if you want to feel the speed just pop in the restore CD/DVD and enjoy the speed until your windows updates.

Uninstall software you don't use any more. Anything that loads into the system tray in the bottom-right of your screen will slow the computer down. If you don't use it, don't keep it.
