10 am to 2 pm are usually considered the hottest hours in the day. The temperature lag from the sun being up for so many hours at a more direct angle causes this. You'll notice heat advisories from weather and news stations for those hours. Some people even say 10 am to 3 pm. It just depends on who you talk to, I guess.

Usually the suface temperature becomes maximium between 3PM and 4PM.Sometimes if there is a cloud cover during the above period the time at which maximum temperature is recorded may change as the clouds are good reflectors of solar radiation.Moreover if the place happens to be a coastal station ,sea-breeze which usually starts in the late afternoon sometimes starts early (at 1 PM or 2 PM) and brings down the temperature in which case the maximum temperature is recorded before 3 PM.

Ignoring local terrain effects (such as a sea-breeze or mountain breeze) and days which have significant weather move through (cold front or warm front passage) the warmest part of the day will be around 4pm local time +/- an hour. yes the peak sunlight comes at local noon, but it takes the atmosphere and land a couple of hours to "warm up" and soak up all of the sunlight. During the summer the sun angle is high so at 2 and 3 there is still significant sunlight to further heat the earth.

That prettly little pudgy Beagle that i latest in my driveway lower back in 2005 and enable survive my porch for 2 hours. He couldv'e stayed longer, yet he smelled like AW HEL** GET OUT!!!! something could of died in that funky pooch.
