It's probably old and worn out, broken inside or defective. Best bet is to not risk your well being. If your not experienced electrically, call an electrician or "reputable" handy man to change it out for you. Be safe. :)

Most of the outlets are designed with a tab that can be broken off to seperate the two outlets. As one of the other responders suggested, they often tie one to a switch like in a bedroom. It's possible that this tab may have been damaged during install, or since it has thin breakpoints, perhaps burnt through due to a past overload condition.

Usually best to replace them when in question. Home Depot has inexpensive guide books for the D.I.Y'er to guide them safely through the process. ($10 - $15 for the book, $.75 to $4.50 for the outlet depending on quality.)

Our house is wired so the bottom outlet works threw a light switch on the wall. Otherwise, it is a live outlet but it turns on and off with a switch. Our house is also new. If your house is old I would call an electrician if you don't know what you are doing.

one outlet work good the fridge is cold the other outlet work but the fridge is not cold enough
