"cold" is a measure of temperature
at the same temperature, both ice and snow will be as "cold"
if you're referring to how "cold" they FEEL, then that is another matter. How cold something feels, depends on (1) its temperature, and (2) how much heat it takes away from the body (that's why cold metal feels colder to the touch, than plastic at the same temperature).
snow is made of tiny ice crystals. it is less dense than ice. but if you grab some (especially powder) snow, the SURFACE from which it can take heat out of your palm, is much larger than that of a block of ice.
you can experiment when there's snow around. playing w powder snow in your hand makes the hand quickly feel very cold, whereas holding ice does not make you feel very cold for a while
now LONGER TERM is a different matter: snow is much less dense. So a handful of snow is very little mass, much less than a handful of ice. So if you wait till either has melted in your hand, your hand will be much colder in the case of the block of ice.

Ice also HAS to be at freezing point to freeze, snow only needs to be really cold.
