Ask the police why they will not take action. Smoking without bothering anyone is one thing. I can tolerate that and I think most people could. However, one should not have to put up with what is a dreadful smell (in my opinion) simply so that a selfish neighbor can do what she likes.
Is there a local ordinance that prohibits the burning of pungent materials? Yes, I know it sounds as if I've been on the wacky baccy too but its just a thought and would be a good way to get the local authority involved. After all, they do have some influence over the police.
Having said that, remember you have to live next door to this person. If you take action and it does not result in a custodial sentence for her, what will it be like living next door to her? Could the verbal escalate to something worse?

Firstly are you sure she is smoking weed? things to watch out for are:
Constant giggling coming from the house at all hours
Bob Marley's jamming or Buffalo solder being played loudly pretty much all the time
People staggering around the garden looking for munchies at 4 in the morning
Stoners shouting 'that's some good s*it is also a give away.
Dread-locked individuals insisting they can hear your phone ringing.
Do they have a shelf or cabinet in the house reserved for and tittled 'BONGZ'?
Do they believe they are invisible and or can fly?
Do they have the domino's pizza company on speed dial?
Is there people insisting you are trying to steal there thoughts?
Do they answer the door naked?
If the answer to any of these is yes then you have a stoner infestation

The smell of weed being smoked etc seeps through the floorboards/skirting boards - some on here seem to think if they smoke weed in their flats/houses others don't smell it. They can - and if you smoke loads it leaves a permanant, revolting smell in next door's pad! The users themselves don't notice it of course.
If they are a tenant you can complain to the landlord, otherwise insist the Police deal with it.

I am all for anyone that wants to sit back and smoke a joint but she's being really rude. I don't know what advice to give you except to confront her again or you're really going to push it to the police to take care of it for you. Tell her to smoke it next to a window with a fan blowing out or something. I smoke a few cigarettes a day but NEVER around ANYONE that does not smoke. It's just rude.

I'm sorry it's making your house smell, too. I can see why you're bothered by it, though the smell doesn't bother me at all.
Try giving your neighbor some Nag Champa incense. I'm not kidding. This stuff will cover up the smell of ANYTHING, and all you'll smell is the incense.

I'm sure her answer would be that she can smell everytime you go to the toilet. We need to learn to be a bit more tolerant of each other. Live and let live. What is offensive to you isn't offensive to others and vice versa. Have a word with her and see if she can use some air freshner.
