Waging war over things that happened hundreds of years ago is a good way to ensure that everyone ends up dead. Modern China and modern Japan aren't doing anything to Korea. So ... fight back against what?

They need to combat the abuse they have caused amongst their own populations before trying to do anything about any outside influences
