they are escapees from a prison. First shot shows them running thru the woods in standard prison uniforms (bright orange shirts & pants.

Later on they come across a cabin in the woods. They ransack it and find some clean long-sleeve shirts and pants.

In a later shot, they are wearing the new-found garb. They have disposed of the prison uniform. But, (big but!) they are STILL handcuffed together.

Is this possible

The possibility depends on the assumptions made (or details observed).

If the cuffs are clasped tight enough to 'pinch' at the wrist, it would be pretty near impossible to pull the orange fabric out from underneath entirely ... and just as unlikely (or maybe even more so!) to stuff the new shirtsleeve under the cuff. If the cuffs are someehat loose - a fraction of an inch woudl be sufficient - then the old cloth can be removed and the new cloth inserted.

Second assumption - was the original material (or the new material) cut? If so, it would be an easy thing to split the seam and allow the sleeve to 'fall away' from the arm - or for the new material to 'drape' over the arm. If it wasn't cut, you'd likely need a little more clearance between cuff and wrist to allow a thicker bunch of material (the body of the shirt, for instance) to slip between the manacle and the skin.

For my money, I'd bet on the original prison garb being sliced up to make disposal easier; the new material would be slipped gently between cuff and wrist. Time consuming and requiring patience ... but possible.

Pants, of course, have no bearing on the problem!

It depends on how tight the handcuffs were. If there's a gap between the wrists and handcuffs, it's possible to pull through a long-sleeve shirt, which is what they needed to do in order to put them on. The pants are not a problem, obviously.
