at the time of restarting our web server not restarting even after 20 min

after restarting (Hardboot) i check the event viewer the following error was showing.. give me suggestion

It sounds like you loaded a driver that does not agree with Windows Server. The only way to get rid of this is to restore system state or uninstall driver. During reboot, press F8 and when you get to the boot menu select last known good configuration. If this does not work boot in in safe mode and if you backed up your system state you can restore at this time. If not remove the driver software that is causing the error.
Something I found out during a quick search. This should help, disable the service when you get in in safe mode.
