beside the "static guard" you can buy, what can i do about my staticy shorts?

rub a bounce dryer sheet all over them...if not dry them with the dryer sheet

This is a simple to make treatment for your static problem, make yourself a solution of half full empty spray bottle of water then add to that water in the bottle one capful of Fabric softner, thats it then just spray your shorts with that solution as you would static guard spray, simple and cheap and works great, you can also use a metal coat hanger just run the coat hanger up and down the shorts a few times and it will take out the static.
