They havent only half evolved. They have adapted and evolved just as much as any other fish. The word is not evolved, but adapted. See they live in swampy areas like mangroves and estuaries. So they have just merely adapted to their environment.

What do you mean, half-evolved. They have evolved into their present form and I'm sure they will continue evolving around their environment.

they have only half evolved because it takes thousands of years to evolve not overnight or even hundreads of years

They are perfectly suited for the lives they live so they don't need to change.

Because they are only part way there. Nobody knows when or if evolution will ever end.
