95% causes too fast dehydration of the cell, blocking further entry of ethanol into the cell and the remaining dehydrated cell can sometimes act as a spore and "revive" when conditions become suitable.

Because 95% alcohol cannot get in real contact with the surface/cell membrances, while the 75% or 40% does wiht great ease.

A 70% alcohol contains more water(more diluted).The water helps the ionization of the alcohol to have more free ions which have the disinfectatnt effect.

It's less expensive, and less flammable, so it's more COST effective.
