Well considering his on the Wizengamot, I think he's probably busy debating some important matter in the wizarding community like legalizing the use of potions for entertainment purposes.
During the summer of Harry's 4th year he was organizing the order of the phoenix - delegating tasks to order members, trying to make the world aware of Lord V's return.
During the summer of Harry's 5th year, he had to prepare for Harry's private lessons regarding Lord V - and he was definitely on a war path to find some of the horcruxes.

In between all of that you have to fit in his planning for the next school year, keeping a constant eye on Harry and fitting in a visit to the moon(the poor guy need a holiday now and again)

Interesting question. I don't know about Dumbledore, but Vivan VandeVelde wrote a book called Wizard at Work, about a wizard who runs a school for wizards, and tries to spend his summer gardening and fixing up the place, but princesses and townspeople always need his help for something. It is cute.

now (until he died of course) he probably would spend his time snooping around, shape shifting, investigating- torturing people into giving him inf- and such.

Depends.
I think before Voldemort came back, he would go on trips to visit his friends, or spend time learning new things, hang out with his phoenix, maybe experiment with a few spells.
Now, after Voldemort came back, he probably spent his time searching for information about Voldemort and trying to discover his whereabouts.
