what is so controversial with international waters????

Question

during university, i had an eccentric art history professor (truley inspirational) who sometimes ventured out of the subject to discuss politics and current affairs which ofcourse gave me great pleasure. HOWEVER, he spent more time discussing and making vague suggestions/remarks regarding the matter of "international waters"....which never made sense to me! i thought it may had something to do terretorial powers between nations OR somehow related to the vietnam war OR the cuban illicit migration to south florida..i have no idea. any thoughts on that?
