Employ older people. There's a myth that anyone over 50 is past it, but in fact this age group is the most cheerful, the most reliable and the most experienced. If people keep missing Monday, tell 'em to miss the rest of the week as well, and fire 'em, regardless of age.

I am under 30 and I wouldnt dare even be late for work without a good reason, my boss is firm but fair. Perhaps you should be more strict, maybe make them clock on and off bit old fashioned I know but at least you can pay them for the hours they have worked.

Surely they are employed on a contract, that would enable you to discipline and fire the persistent late or absence employees. Where would they then get their beer money?

This shows lax management. Young people are unused to discipline and need to learn the rules of the workplace.
