Yes they can. I've had friends work in human resources departments and it happens all the time. There are no state laws preventing your employer from even having a secret file on you.

As far as you requesting to view your file, that is completely dependent on the company's policy...

The employer can put a letter into the file of an employee even without the knowledge of the latter because it is a right of the former. On the other hand, an employee can validly request for a copy of his file and it must be given by the employer within a reasonable period.
