In my experience, 'buds over studs' means you should put your friends before your boyfriend. This is a phrase typically used by women. All it means is that your friends are more important than a possible short-term boyfriend or temporary hook-up. Your friends will be there through thick and thin, boyfriends come and go.

Men also use a similiar phrase 'Bros before ho's'
