I know that the majority, if not all, of the US says 21 is the legal drinking age. Does the same thing apply for just being in a bar- or is it like a casino where you can hang out if you are 18, yet you cant do any of the supposed fun stuff that the 21 year olds get to do?
Would you say that varies from place-to-place? (Specifically for Virginia)

Some counties have laws which prohibit folks under 21 from being in a bar at all. The law also allows bars to choose to ban folks under 21 if they so desire. It is done on occasion to simplify life for servers , especially if the location expects to reach full capacity without admitting those under 21.

Restaurants which also have a bar are often subject to different criteria as well

The Legal Drinking age is 21, However Bars are allowed to permit admittance to people 18 or older.

So to answer your questions, Yes Each individual bar has the right to allow people 18 and over in.

in springfield missouri they passed an ordanace that no one under the age of 21 could be in a bar. but most bar's in other states will let 18 year olds go, but they have to have a stamp on the back of their hand that says minor
