Is there a difference? Both factors are indispensable and I've seen a lot of people with decent ideas spinning their wheels trying to make it work.

I never agreed with this formula. I'd say it is 80% Who You Know 10% Your Appearance and 10% Skill.
Look at all the backslapping, tall good lookin helmet haired jerks who have the corner office, then there is the one or two ugly duckling who really get the work done.
