If your main concern is the air coming in the bottom, most decent down coats now have a drawstring at the bottom for just such issues.

To me the key to keeping warm in the city is a hat and scarf. I like a scarf that is long enough, wide enough and soft enough. I also prefer a Russian rabbit hat in black, that looks good even for formal events.

And, the feet are another area of concern. I advocate boots that be switched to shoes in the office, and note that this is the common practice in Boston where deep slush is a problem.

Finally, for a nice treat, there are little "heater" packs you can buy made of a soft clothe envelope that has powders inside that heat when you shake them up. Its safe and lasts about four hours...AMAZING!

The absolute bar-none warmest winter wear you can get is called an "arctic suit." It's a full-body garment that I wore when I went to the arctic circle. You wear a wicking layer, an insulating layer, and an arctic suit, and you can walk to Nunavut if you want.
