Genetics and/or hormones. Most women control the hair through various ways like plucking, shaving or laser. Some women have a lot more hair than others and it makes dealing with the problem hair much more difficult and emotional.

Sometimes it's bcoz of inheritance, sometimes it's bcoz of women having male genes inside their chromosomes.
