If you want to restrict the power why don't you just sell it and get youself a 125.
It makes no sence in having a 400 with the power of a 125

I'm guessing but, are you thinking if you can ride a restricted bike that gives the same out put of a 125, so that you don't need the full bike licence to ride a bigger bike.
That would be nice idea but, the law won't allow that. Another problem is by restricting the power, it's going to be beaten of the lights by an OAP in a electric cart.

there are a lots of methods for this but i'll suggest u the easiest one. first step will be to fit a larger air filter (preferrably a K&N ) which allows increased airflow to the piston. next step will be to restrict the fuel flow into the piston u can do that by changing the fuel jet in the carburetor and install a smaller jet or u can replace the carburetor altogether and fit a smaller one(this will also improve the bike's mileage) the third step would be to reduce the exhaust flow by restricting the outlet size..... hmmmmmmm...... but don't reduce the power too much as it may give you starting problems later on and u'll have to change the flywheel and crank system too.... so go ahead and give the first two methods a try(the starting problem will be there in case you increase the air flow too much);q

You can buy restrictor kits for just about any bike now... due to the 33bhp law for new / young riders.... its just diaphrams for the intake manifold ... making them smaller ...at low speed there's no difference to performance .... it just runs out of puff a lot sooner.... but restricted or not you must have passed your bike test to ride anything over 125cc...

Any bike can be restricted, but you'll have more fun on a full power 125cc than you'll get on a restricted 400cc.

you can't lower the bikes displacement. You can limit it's power by putting a restrictor in the intake or exhaust, preferably the exhaust .But, when ya do this, it's ever so important to keep up with your maintenance & use premium fuel =^ )

If you want less power govern the engine at the carberettor or exhast.

Why would you want to ?

Probably stuff up your engine anyway.
