There's an old Playstation game called "Legend of Dragoon". You could turn into dragons in that one as well, if "Breath of Fire" isn't the one you were thinking of.

i don't know what "lord of rings" means, but breath of fire (there are several of them, spanning the game consoles) is a series where your main character can transform into a dragon.
characters in the game typically have ancestry that is mixed of human stock and animal stock, such as birds, cats, etc..
